Pork: Outlook for 2018

The guild of pig farmers in Panama estimates that due to a drop in the price, the sector could register this year a slight contraction compared to 2017.

Entrepreneurs in the sector explained that, despite the fact that in the first month of 2018 pig slaughter grew by 6% compared to January 2017, this year a slight downward correction is expected with respect to the figures reported last year.

Oswaldo Díaz, member of the Association of Producers of Pigs of Panama (Aprocerpa), explained to Prensa.com that " ... they calculate that a slight contraction will be registered due to a fall in the price per pound that the product receives at the moment the pigs are sold to the slaughterhouse.Two years ago, 1.65 dollars per pound was paid, but now it is between 1.15 dollars and 1.40 dollars. "

He added that the sector comes " ...'from a period of five stable years and it is normal that there is a correction in the market, therefore we expect a slight fall in activity'.

According to data from the "Pork Market Snapshot", prepared by the Business Intelligence Unit at CentralAmericaData, by 2015 the per capita annual consumption of pork in Panama was 11.4 kilograms, only exceeded in the region by Costa Rica, which registered 13.6 kilograms.

These figures coincide with estimates made by entrepreneurs in the sector, as " ...per capita consumption of pork in Panama is 11 kilograms, but the pork guild does not rule out that this year, due to a fall in the price per pound, it will become comparable to beef, which ranges between 14 kilograms and 14 and a half kilograms.

Increase in Pork Slaughter in Panama

In Panama, between January and May of this year, the slaughter of 231 thousand head of pigs was recorded, 10% more than was reported in the same period in 2017.

The most recent figures for the slaughter of cattle produced by the Comptroller General of the Republic, show that during the first five months of 2018 and the same period in 2017 a decrease of 1% was registered, falling from 134,000 to 132,000 heads.See also "Central America: Pork Market Figures"

For the periods in question, the number of pigs slaughtered in the country increased by 9.8%, rising from 210,000 to 231,000.

When comparing figures for the month of May 2018 with the same month in 2017, there is a 2% decrease in the slaughter of cattle and a 16% increase in the slaughter of pigs.

Pork Meat: U.S. Import Tariffs

Arguing that the import quota allocated for this year was reached, Panama applied a special safeguard measure on certain fractions of pork products originating in the USA.

The measure applies to pork in carcasses or half carcasses, legs, shoulders, and their bone-in pieces, hams, and pork ribs, so now importers will have to pay a regular tariff of between 40% and 70% to import pork from the aforementioned U.S. country.

04-02-2019. The Ministry of Commerce and Industries (MICI) applied a special agricultural safeguard measure on certain fractions of pork products originating in the United States by means of Resolution No. 002 of April 2, 2019 of the National Directorate for the Administration of International Trade Treaties and Trade Defence.

This special agricultural safeguard applies for the second consecutive year, when the volume or level of imports that empowers Panama to activate this protection mechanism for national production is reached, in accordance with what was agreed in the Trade Promotion Treaty in force between Panama and the United States.

With the application of this special safeguard measure, imports of covered products originating in the United States are subject to an increase in the payment of import duties equivalent to the levels applicable before the entry into force of the CPC which are between 40% and 70% until the end of the year 2019; contrary to those which would correspond to them on the basis of the preferential duties applicable during the present year which are between 31% and 54%.

"We consider that both the application of this special safeguard measure for the second consecutive year, as well as the modification of the Resolution of quota control measures under the ´Primero Llegado/Primero Servido´ mechanism, for the allocation of the U.S. pork quota that began to be applied last year, constitute effective mechanisms that allow maintaining control of these imports in defense of domestic production," said MICI Minister Néstor González.

Panama: Endorsement to Export Pork to China

Through the signing of two protocols, the Central American country is authorized to export to the Asian country pork meat and sausages, as well as fish and shrimp.

Health protocols were signed on December 10 and according to the authorities of the Ministry of Agricultural Development (MIDA), it is expected that the first shipments to China will be made as soon as possible.

Hu Wei, vice minister of China's General Customs Administration, told Prensa.com that "... The Chinese people and consumers have very good expectations about Panamanian food and products."

Wei added that "... In China we have 400 million middle class people and annually import 10 million tons of fruits and vegetables. We also import 5 million metric tons of meat and 3.4 million metric tons of aquaculture products."

This expands the number of products that Panama can sell to China, as in June of this year Panamanian producers began shipping beef to the Asian giant. In addition, the Central American country has customs codes to export pineapple, cod and a species of tuna.

Panama: Pig Slaughter Falls 10%

Between January and November of this year, pig producers slaughtered 486,500 pigs, 10% less than reported for the same period in 2018.

Figures from the latest report by the General Comptroller of the Republic detail that the slaughter of pigs in Panama has been registering a downward trend towards the closure of each year since 2017.

Producer Eric Velazquez, who is part of the National Association of Pig Farmers (Anapor), told Laestrella.com.pa that "... 'this year (2019) was difficult at first, the situation improved in the middle of the year, and the situation was so strong that many colleagues left the activity; however, everything changed at the end, because those of us who are still standing are reaping the investment."

One of the bets of the Panamanian pork sector for next year is the entrance to the Chinese market, since they recently received the authorization to export meat and sausages to the Asian giant.

Pork: Import Investigation Requested

Arguing that imports may be close to reaching the level of automatic activation of the special safeguard mechanism, the Panamanian government ordered an investigation into pork purchases made from companies in the United States.

The General Directorate of Trade Defence has analyzed the information available through periodic reports requested from the National Customs Authority on imports of the goods described above and has submitted a report warning that such imports may be close to reaching the level of automatic activation of the special agricultural safeguard mechanism, explains the resolution of the Ministry of Trade and Industry (MICI).

According to Resolution No. 001 of January 13, 2020, which was published on January 16 in the Official Digital Journal, the investigation will be conducted in an abbreviated form.

The official document states that "... orders the initiation of an ex officio investigation through a summary and abbreviated procedure to confirm if the activation level of the special agricultural safeguard mechanism established in the Trade Promotion Treaty in force between the Republic of Panama and the United States of America is fulfilled, for the tariff items of pork meat subject to this mechanism according to Article 3.17 and Annex 3.17 of said agreement."

Prensa.com review that "... Once the safeguard is activated, importers would have to pay a regular tariff between 40% and 70% to introduce pork into Panama. The measure would apply to pork in the canal or half-canal, leg, shoulder, and their bone-in pieces, hams, and pork ribs."

Pig Slaughter Begins 2020 on the Rise

Between January 2019 and the same period in 2020, the number of pigs slaughtered in Panama increased by 4%, while cattle slaughtering grew by 2%.

According to figures from the General Comptroller's Office of the Republic of Panama, 41,226 heads of pigs were slaughtered in the first month of the year, which is higher than the 39,506 reported in the same period of 2019.

The report explains that in the case of cattle, the number of heads slaughtered for the periods in question increased by 2% from 29,652 to 30,199. Statistics show that the number of cattle classified by male reported a decrease of 4%.

In the case of the slaughter of cattle classified as female, the increase was 8%, from 13,949 to 15,098.

The General Comptroller's Office of the Republic of Panama reported that 80,841 heads of pigs were slaughtered in the first two months of the year, a figure higher than the 80,067 reported in the same period of 2019.

The report explains that in the case of cattle, the number of heads slaughtered for the periods in question increased by 3% from 55,352 to 56,883. Statistics show that the number of cattle classified by male reported a 3% decrease.

In the case of cattle classified as female, the increase was 9%, from 26,037 to 28,334.

Government to Purchase 500 Tons of Pork

In order to boost local livestock activity, the Panamanian government has made a commitment to the National Association of Pork Producers to purchase 5,000 pigs, equivalent to 500 tons of pork.

It is important to highlight that the economic impact of this purchase is in the order of $1,650,000, which will be of great support on the one hand for the producers, and on the other hand for thousands of households that are served by the Panama Solidarity Plan, informed the Ministry of Agricultural Development (Mida).

Víctor Epifanio, director of the National Association of Pork Producers (Anapor), said that "... the purchase, which will directly impact the pork activity, translates into jobs and commercial movement in the production areas, particularly in the Azuero region, where 68% of the country's pork activity is developed."

Epifanio added that "... our next step is to export to the People's Republic of China, where there are one billion inhabitants. These are the largest meat consumers in the world."

Figures from the "Pork Market Snapshot" prepared by CentralAmericaData's Commercial Intelligence area show that in the last decade, per capita beef consumption in Central American countries increased 33%, a rise that was boosted by the performance of the Costa Rican, Panamanian and Honduran markets.
