Checking documents does not prevent horrible car wrecks, patrolling the highways for reckless behavior does, with the resources available, in my opinion.

To be clear, the limited transito resources are being used for the wrong activity.

Unlicensed and/or uninsured drivers are reckless by definition and present a risk to others.

Removing these offenders from the highways improves safety for everyone else, imo.

A draft bill, to toughen sentences for deaths caused by drunk driving and cell phone use got first reading in Panama’s  National  Assembly on  Tuesday, October 16.

Impaired driving and inattention (cell phone use) are listed as major contributors to the annual death toll on the country’s highways, already hovering above the 300 mark with hundreds hospitalized.

Lawyer Víctor Martínez said that articles 133 and 134 of the Penal Code will be reformed. Article 133 stipulates a penalty of 3 to 5 years for drunk driving and 3 to 6 years for accidents that cause wrongful death, if the driver is intoxicated,. Now it is requested to increase prison time from  5 to 9 years and at least double it in case of flight or opposing the breath test. Martinez said that the reform also includes that when an accident causes injuries or wrongful death while the driver is using a cell phone, the driver will have the same punishment as if under the influence of alcohol.

If a driver is arrested while under the influence of alcohol he will also be sanctioned, and a prison sentence must be served even if a pecuniary agreement is reached, “since the issue of paying does not exempt from criminal responsibility,” said the lawyer.

The driver of this pickup truck was fined yesterday in Los Naranjos for unsafely hauling passengers in the box without seat belts.

In less than two hours during a police spot check in the  Brisas del Golf sector in the early hours of Sunday, March 17, seven drivers were booked for impaired driving and watched their cars being towed away and their driving licenses impounded.
 
The National Transit Operations Directorate (DNOT)  also checked taxi drivers to confirm they had an operations certificate.

Drivers  who fail to show up for lectures on improving their driving habits could lose their license says a directive published by the transit authority (ATTT) on Friday, June 14.

It reads : “The inspectors of the Transit and Land Transport Authority (ATTT) and of the Traffic Operations Directorate of the National Police are now authorized to retain the license of offenders in cases in which the sanction includes the obligation to attend lectures for recidivism.”

The information was published in the Officiql Gazette on Friday, June 14 in the Official Gazette, pointing out that there are 15 infractions that have as in addition to the payment of a fine, the obligation to attend lectures for recidivism. The resolution emphasizes that a mechanism is needed that persuades repeat offenders to attend the talks. After the driver has complied with all the sanctions imposed, he/she will be able to appear at the offices of the ATTT and request the return of their license.

The only "authorities" I see in Volcan are the police stopping cars to check for licenses, etc. It would certainly help more if they'd check for speeders and those who don't obey stop signs--who now have more opportunity to speed with the many additional paved roads. I even see colegio drivers speeding and not even slowing down for a stop sign. And parents trust their children with these irresponsible drivers?

Noise polluters in commercial establishments who exceed  permitted  decibel standards and businesses and individuals who block sidewalks and streets  will face a crackdown with “substantial” increases in fines said Panama mayor José Luis Fábrega, at a Monday, July 22 press conference

Fábrega said that the measure will be carried out with the objective that " all Panamanians can live together in harmony."

Another justification for increasing  the number of sanctions is that in the past the fines were applied, but the owners of the shops continued to violate the rules because the fines were outdated

A to total of 125 people wanted by the authorities were arrested in the “Blue Diamond” operation carried out by units of the Urban Rapid Intervention Force on Friday August 30. In addition four stolen vehicles were recovered and 10 firearms were seized.

Units of the National Directorate of Traffic Operations (DNOT)  carried out their own blitz handed out 2,151 tickets including 779 for speeding 135 for  inadequate lights, 37 for driving while using a cell phone, 35 for drunk driving while  90 vehicles were towed.

The folks who wanted more enforcement of moving violations by the Transit Police are certainly getting their wish.

At any given time these days there are 2 to 3 motorcycle officers between Boquete and David who are equipped with radar guns and breathalyzers ..and they’re busy.

“Fast and Furious" taxi driver loses license, fined $2,500

One of two taxi drivers who participated in a “fast and furious” race through the streets of Chilibre in the early hours of Tuesday, September  18  had had his demolition derby ambitions put on hold after being fined $2,500. having his license suspended for six months and his car towed.

The videoed drag race appeared on social media and the  National Police are looking for the other taxi driver.
