SALOMON SHAMAH  the former director of the Panama Tourism Authority (ATP) will face a preliminary hearing  for the  alleged commission of the offense of peculation to the detriment of the Authority on April 4.

Shamah seen as the Svengalis  behind ex-president Ricardo Martinelli’s CD Party dirty tricks campaigns is charged with three other people.

The authorities are investigating the allegedly irregular allocation of a project for construction of a tourist project  in Cabimo, in the district of Rio de  Jesus, Veraguas.

The work, with a cost of $135,000  , was awarded in 2009 to the company Building Services Corporation. An audit report from the Comptroller’s Office certified that the company He had no experience in this type of work. The Third Anti-Corruption Prosecutor’s Office claims that it was determined that even though the company had no experience  in this type of work it was  assigned  to its execution. In an inspection made in 2016 no significant progress

But 75% of the agreed money had been paid. A report from the Planning Authority of the Tourism Authority also revealed that there was a lack of timely management for the preparation of the environmental impact study and little control of the procedures for its execution.I t details that a lack of experience of the contractor was detected, since it employed three c onsultants to prepare the environmental impact study.

The prosecution has charged Shamah with finding that as director of he inadequately monitored the progress of the work and allowed a company to be chosen without. experience.

A trial  is also requested for Tamara Ponce Sánchez, Yadira González and Jaime Cornejo, all members of the company.

AN ORDER to bring former tourism manager  Saloman Shamah to court has been issued by Twelfth Criminal Court Judge Lania Batista, following his repeated failures to appear for a criminal trial.

Shamah,  while boss of The Panama Tourism Authority (ATP), was believed to have been a key player in dirty tricks strategies for  the CD Party and ex-president Ricardo Martinelli.

He is charged with  alleged  embezzlement, resulting from the signing of a contract for the onstruction of a tourist berth in Rio de Jesus, in Veraguas.

Batista rejected an application against the order to bring him to court  filed by Hermes Quintero,

The ex-official did not attend several summonses to appear for investigation.

An audit report of the Comptroller General showed that  Building Services Corporation, which was awarded the contract to build the berth, had no experience  in this type of work,. The project was awarded by the ATP at a cost of $135,000.

The chances of him appearing in court are slim, as the Colombian born close confidant of Martinelli,who has been named in several corruption investigations was last seen parting in a Bogota disco.

FORMER  Panama tourism manager and Martinelli dirty tricks operator  Salomon Shamah last spotted in a Bogota, Colombia disco, is doing his bit to slow down the already creaking Panama justice system.

After no shows on two previous court dates a  preliminary hearing that was to be held on the morning of Tuesday, August 8, at the Second Criminal Court the hearing was again suspended.

Solomon “Salo” Shamah, and seven other people are charged with alleged theft.

The suspension came because Shamah defense counsel  Hermes Quintero, presented a habeas corpus before the Second Court of Justice, which hasn’t been resolved. Once the appeal is resolved, a new date for the hearing will be chosen.

This Tuesday is the third time the preliminary hearingwas suspended; The previous occasion Was in the month of April, because one of the alleged defendants in the case changed his lawyer.

The investigation began in 2009 for alleged irregularities in a contract for the   construction of a tourist dock valued at $135,000 in Rio de Jesus, Veraguas.

Former tourist boss facing arrest in swindle probe

AN ATTEMPT  to block the arrest of former Panama Tourism (ATP)administrator and Ricardo Martinelli dirty tricks operator Salomon Shamah has failed.

The Second Court of Justice turned down  a preventive habeas corpus submitted by Shamah’s defense lawyers in a case in which he is facing embezzlement charges in the the Thirteenth the alleged embezzlement, in Rio de Jesus, Veraguas.

The appeal was lodged against a decision of the court that ordered his conduct for the purpose of inquiries, as he has not shown up in court.

Shamah and four others are charged with embezzlement of about $135,000 in a contract of the ATP for the construction of the dock in Rio de Jesus, a project that was not completed.

On August 8, the court planned to hold the preliminary hearing on Shamah, but his defense lawyer filed the habeas corpus petition before the Second Justice Court.

The current whereabouts of Colombian Shamah are unknown, but he was seen in a Bogota disco last year.

An order to be taken to appear in court against the former head of the  Panama Tourism Authority, Salomón Shamah, has been declared legal by the Supreme Court after the former official challenged the decision of the Twelfth Criminal Circuit Court to deny him a habeas corpus.

With the appeal, the former minister, and dirty tricks operator for ex-president Ricardo Martinelli sought to annul an order issued in 2016 by the Third Anti-Corruption Prosecutor’s Office, who after completing his investigation, made charges and requested a trial appeal for Shamah and three other persons linked to alleged embezzlement of $135,000 in contracts to build a tourist berth in Río de Jesús, Veraguas, with a company that presumably did not have the experience for the type of construction. On May 12, 2017, the prosecutor’s office issued the driving order for Shamah to appear for an investigation, but he never showed up. The investigation was made after an audit report from the Office of the Comptroller, revealed the alleged embezzlement.

Shamah, a Colombian, who lived in a condominium complex on Calle 42 in Bella Vista is no longer in Panama and has reportedly been seen in a Bogota nightspot.

While in office his US visa was revoked

Panama’s  Second Superior Court has  validated a decision of the Twelfth Criminal Court that received a complainant the  Tourism Authority of Panama (ATP) in a process against the former director Salomon 'Salo' Shamah and seven others accused of alleged embezzlement  for alleged irregularities in a contract for the construction of a tourist berth valued at $135,000, in Rio de Jesus, Veraguas.

In a ruling of October 22, the Second Court argued that based on Article 171 of the Judicial Code it is an obligation for the ATP to be part of this process, because of the economic effects that result from the criminal case.

The Anti-Corruption Prosecutor's Office filed charges against  Shamah, and seven others for alleged embezzlement, after the signing of a contract in  2010 signed with the Building Services Corporation for the construction of a tourist berth in Puerto Cabimo, Utira district, in the District of Río de Jesús, Veraguas.

The work was not effective in an agreed time and did not have an Environmental Impact Study for its development.

Shamah was a close confident of ex-president Ricardo Martinelli, and the master of electoral dirty tricks campaigns for the CD.
