United States (US) officials said Wednesday that although they cannot make specific comments on the arrest warrant issued for former President Ricardo Martinelli by the Supreme Court, they "trust the independence and professionalism of the Panamanian legal system." -

Swiss authorities investigating Martinelli

His sons are also under investigation.

The Supreme Court has appointed Ángela Russo to resolve a request for judicial assistance made by the Federal Prosecutor of Switzerland who is investigating the possible link of former President Ricardo Martinelli with Brazilian construction firm Odebrecht.

The investigation focuses on the alleged payment of bribes for public contracts, a case known in Brazil as Lava Jato.

The assignment of the case to Russo was made during a meeting of the General Secretariat of the Supreme Court. The court has to handle the request due to Martinelli's membership in the Central American Parliament (Parlacen).

Switzerland has also requested information about the possible link of the sons of the former president, Luis Enrique and Ricardo Alberto Martinelli Linares.

That request will be handled by the Public Ministry. Attorney General Kenia Porcell has reportedly admitted the request and assigned it to prosecutor Vielka Broce.

The requests were received in April.

The investigation focuses on the companies Constructora Internacional del Sur, S.A., Active Capital Holdings and Select Engineering. Investigators are looking into bank transfers made by those companies.

LAWYERS for former President Ricardo Martinelli have been allowed access to the file involving the long delayed  extradition request submitted by Supreme Court Justice Jerome Mejia.

Lawyer Rogelio Cruz said that 95 percent of the file had been translated into English.

According to Cruz, Foreign Affairs Legal Director Farah Urrutia  told them that the request would be reviewed in a transparent manner before sending it to the Panama embassy in Washington for submission to United States officials.

Cruz said he thinks that the request by Mejia will be refused “because it does not comply with the requirements established by law.”

The Supreme Court sent the request on May 26 to the Ministry of Foreign Affairs for charges that Martinelli ordered illegal surveillance while in office.

The Foreign Ministry reported that it will proceed with the review of the documentation to see if it meets the legal requirements.

Ricardo Martinelli is not going to give up and come back to Panama any time soon, imo.

Blasts from his Twitter account and articles in Panama America, a mainstream media outlet owned by the former president, continue to protest his innocence while attacking his successor, President Varela.

THE EXTRADITION order and accompanying arrest warrant for former president Ricardo Martinelli can be sent to”any nation on earth”  if he skips out of the United States where he has been for over a year.

 

The statement came from Foreign Ministry Directot of  Legal Affairs Farah Urrutia

 

“It’s a possibility [that Ricardo Martinelli  will leave the US while we are preparing the order but it can follow him  him wherever he is . That’s not difficult,” she  told TVN News.

 

Urrutia confirmed that the extradition request is  in the hands of the Foreign Ministry, after including an arrest warrant.

 

Last week, the Ministry of Foreign Affairs informed the US government that it will be submitting a formal request for extradition and arrest of the ex-president, who is  residing in a beachfront condo in Brickell, Miami, Florida.

 

Martinelli is required by the Supreme Court of Justice (CSJ), that on 21 December last year ordered his arrest, to appear to answer to  the unauthorized interception of communications from the National Security Council during his government (2009-2014).

 

On Friday, May 10  during a Copa America football match in Chicago, Martinelli told reporters that he considered his extradition request was “pure bullshit” because in his opinion the cases against him  “are all political , without substance.” He said he was “happy and content” reports  La Prensa.

 

Martinelli left Panama on January 28, 2015 and  has since not returned to the country. The prosecutor in the wiretap case is calling for a 21-year jail term. And Martinell faces at least five other cases linking him to corruption and embezzlement.

THE UNITED STATES has been asked to help locate Adolfo Chichi De Obarrio, former private  secretary of ex- president Ricardo Martinelli, and businessman Juan-Carlos-Marciaga, following  charges related to alleged $1.5 million irregularities  in the Floor  and Roof program through the now defunct National Assistance  Program (PAN).

Vielka Broce the Second Anti-Corruption prosecutor has made the move as De Obarrio is mentioned in the record as the person who delivered instructions for ceiling  contracts under the administration of the Ministry of Housing and Land Management (Miviot) in the last government.

The De Obarrio linking  comes  from statements made by the former director of PAN, Rafael Jaen Guardia, who revealed that De Obarrio  gave instructions on who should get  the contracts.

De Obarrio also faces a request for provisional arrest and a  red Interpol by  the Fifteenth Criminal Court , on December 9, 2015, for alleged embezzlement in the allocation of contracts for the purchase of dehydrated food costing  $44.9 million.

The Second Anti-Corruption Prosecutor also asked open criminal case against De Obarrio associated with buying school bags for the Ministry of Education for $14.2 million.

The prosecution has  ordered the investigation of businessman Juan Carlos Marciaga in the investigation into the floor and ceiling program.

Research showed  that Marciaga registered  at least eight companies listed as suppliers of PAN  for the program: Orofil S.A .; Turmark Company, S.A .; Group HR & R, S.A .; Mister Rooster Corporation; Investment J.B.K., S.A .; International Econobásicos, S.A .; Panama Siulang Group Inc .; Red Holding International, S.A.

In this case, the prosecution also ordered the investigation of the former head of Miviot, Yasmina Pimental, for whom the Fifteenth Court granted bail of $100,000 not be stopped.

Another 14 people, including former officials of Miviot  and  PAN are facing trial related to program contracts.

The document was posted to deny that De Dale supported the reelection of her fellow party member Ruben De Leon, as president of the National Assembly.

The authenticity of the statement was confirmed by the deputy to the press and it is being distributed through social networks and some fellow party PRD deputies of the legislator reports La Prensa.
