Ministry of Security Delegation Visits Canada

In the framework of this official visit to Canada, the delegation of the Ministry of Public Security (Minseg) headed by the deputy minister, Jonathan Del Rosario, held a series of high-level meetings with representatives of the Canadian Government, including the President of the Canadian Commercial Corporation (CCC), Martin Sablocky, and the Director-General in the Security Policy of the Ministry of Foreign Affairs, Mark Gwozdecky, with the purpose of addressing issues of cooperation on security and defense.

During this official visit, the deputy minister of the Ministry of Security, MINSEG, highlighted the achievements of Panama under the administration of President Juan Carlos Varela, in the fight against drug trafficking and organized crime; as well as the recent election of the Minister of Public Security, Alexis Béthancourt Yau, as vice president of the United Nations team against human trafficking, with the support of countries like Canada, with which we have been developing important initiatives of cooperation.

In that sense, Del Rosario highlighted the framework agreement signed in November 2016 in the city of Ottawa, between the Government of the Republic of Panama and the CCC, state agency of the Government of Canada, for the strengthening of institutional capacities through the acquisition of goods and services, which was approved by the National Assembly of Deputies in Panama, by Act 14 of 2017 and is currently in its implementation phase through the development of a manual of procedures with the Office of the Comptroller General of the Republic.

In addition, the Deputy Minister of Public Safety, received a presentation on the Canadian Program of Safety aboard commercial flights, which has been successfully implemented by the authorities of that country with more than 18 countries of the world and represents an opportunity to strengthen bilateral cooperation in the areas of national, regional and airport security.

During  participation in the CANSEC Security and Defense Fair of 2017, the Panamanian delegation participated in a roundtable discussion on "Challenges facing the international community in the field of cyber-security" chaired by Keith Alexander, who led the National Security Agency and the command of Cyber-security of the United States of America from 2005 to 2014. In this forum, the deputy minister Del Rosario met with the Canadian Senator, Vernon White, who previously served as Commissioner and the head of the Police of Ottawa for more than 20 years.

Finally, Del Rosario had the opportunity to hold a meeting with David Morrison, Deputy Minister for Trade Issues for the Americas for Foreign Affairs, who reaffirmed the interest of strengthening cooperation in security and to follow up on the issues related to the implementation of the Agreement between Panama and the CCC.

The official delegation of the Ministry of Public Security that accompanied the Deputy Minister was comprised of Commissioner Luis Ruiz, deputy director of the National Service (Senan); Christian Vega, executive secretary of the Deputy Minister and Belisario Tejada, director of Computing and Technology Minseg.
