Someone help me here. I assume we're talking about foreigners working in Panama. Aren't employers required to pay s.s. on all employees? How can this happen if some employees are not enrolled in the system? If the aim is to foreclose foreign workers from draining the system, what about when they require health care? It has been demonstrated that the government provides emergency healthcare to uninsured expats, so presumably they would do the same for foreign workers. I don't get it.
