Metro celebrates anniversary with stoppage

PANAMA’S METRO Line 1 celebrated its third anniversary on Thursday April 6 with its third stoppage in a week.

On Friday  March 31 thousands   of early subway  users had to revert to buses and taxis to get to work 31 due to lack of trains after  maintenance work during the night triggered a security system, and only four trains were able to operate.

On, Wednesday, Apr 5, a braking problem on one of the trains led to another temporary shut  down.

On Thursday , early morning travelers   were again frustrated when technical problems  prevented the start of the service at 5:00 am.

The problems stemmed from the update of the system for  the arrival of the six new trains at the end of the month.

Luis Carlos Diaz, engineer in charge of the operations of the Metro of Panama, said  that when the operation schedule was finished at approximately 11:00 p.m. on Wednesday, “we proceeded to restart the servers to load the new version of the system, but at approximately 2: 00 a.m. a problem appeared in the system and the and  the engineers contacted the company in France  that provides the system  France to eliminate the  fault”

Which was achieved at 5:00 a. m. the official start time for Metro Panama. Services began at 6:00 a.m., making thousands of users once again  late for work or school.

Metro Line 1  transports an average of 270,000 people daily, double the number  predicted in initial projections

The train travels 14 kilometers with 14 stations, in about 21 minutes, with 20 trains of three wagons each.

Panama: $50 Million for Metro Station

The construction of the Curundú station on Line 1 could be tendered after completion of construction of Line 2 and once the Line 3 process has been started.

Without specifying where the resources will come from, the head of Metro de Panamá S.A., Roberto Roy, explained that during the construction of the first line they allowed for space to build a new station, and that the tender will not be done before finishing construction of Line 2.

Prensa.com reports that "...According to the schedule planned by Metro de Panamá SA, the new line stop will be located behind the facilities of the Electoral Tribunal, near the area where the wall is adjacent to the Curundú sector and the Central Agricultural Market."

"...Once construction of this stop has been completed, Line 1 of the Metro will have 15 stations along its almost 16 kilometers of route."

"Requirements are for design engineering services, construction of civil works, auxiliary line installations and stations, and interfaces with integral rail system for the extension of Line 1 of the Panama Metro to Villa Zaita.

A tour to the site of the Extension Project of Line 1 to Villa Zaita will take place on August 14, 2018, starting at 10 am. Proponents interested in attending this visit must reserve their place two days in advance. 

Due to the complexity of the Public Act, the preliminary meeting will be held from August 16, 2018, from 8:30 am to 4:30 pm, so that interested parties can pose questions and provide comments on points that they feel may affect their participation under equal conditions.

The winning bidder must coordinate with the dependencies and the execution of the corresponding works for the projects of relocation, removal, cancellation, demolition or protection of service lines, pedestrian bridges, buildings, fences, publicity structures, and in general the visible and hidden installations that are required to execute the specified works, the supply of equipment, materials, labor and technical supervision to execute the works detailed in the specifications."

The deadline for receipt of bids is October 26 2018.

The Metro de Panamá, S.A. carried out the third addendum to the tender specifications for the project, which includes design engineering services, construction of civil works, auxiliary line installations and stations, and interfaces with the integral railway system for the extension of Line 1 of the Panama Metro to Villa Zaita.

According to the documentation published in the government procurement portal, for this process "... Proposals will be accepted, either in presence or online, on January 30, 2019 only, from 10:00 a.m. to 12:00 p.m., which must be delivered in the Conference Room of the Metro de Panamá, S.A. offices."

According to the purchase specifications, the winning Tenderer shall coordinate with the premises and the works execution corresponding to the projects of relocation, withdrawal, cancellation, demolition or protection of service lines, pedestrian bridges, buildings, fences, advertising structures, and the visible and hidden installations required in general to execute the works which are the basis of this specification, the supply of equipment, materials, labor and technical supervision to execute the works detailed in the documentation.

Metro breakdown frustrates thousands

THOUSANDS of frustrated Metro Line 1 passengers heading for work early on Friday, February 8, were stranded for over 90 minutes while an out-of-service train was towed to the Albrook Metro repair center The stations temporarily closed were Via Argentina, Iglesia del Carmen, Lotería and Albrook. Partial service was provided from the San Isidro station to Fernández de Córdoba.

Metro boss denies backhanders  for Metro Line 1

Roberto Roy Secretary of the Panama Metro reacted on Friday, June 28 to published reports from the International Consortium of Investigative Journalists referring to the multi-millions of cost overruns during the construction of  Metro line 1.

According to Roy, in  a statement posted on his Twitter account, the alleged cost overruns of $553.9 million referred to in the investigation "do not exist and this amount corresponds to additional works on line 1 of the Metro

"The mentioned amount corresponds exclusively to additional works of Line 1, such as adaptation to the floors and civil works of patio and workshops; three new stations of La Lotería, El Ingenio and San Isidro; Extending the viaduct and railway systems to San Isidro; expansion of the diameter of the tunnel; underground external walls through the tunnel for the future station of Curundú ", among other works detailed in the statement.

Roy noted that this work has been audited by the Anti-Corruption Prosecutor's Office, the Comptroller General and all information on the project is public.

"The subway has never made or been aware of illegal payments that could have been made with the money mentioned, behind our backs (...) as far as I am concerned, I have never received any payment from any contractor," the engineer concluded.

Panama Metro: Line 1 Expansion Awarded

The Panama North Line Consortium was awarded the contract for the design and construction of the works to extend Line 1 of the Metro to Villa Zaíta.

On July 23, the resolution of the tender was published in the country's public procurement portal, which explains that it was decided to award to the consortium formed by OHL, Sucursal de Obrascon Huarte Lain, S.A. and Mota Engenharia e Construcao Sucursal Panamá, the expansion works for a total of $177,969,848.33.

The project includes design engineering services, construction of civil works, auxiliary line installations and stations, and interfaces with the integral railway system for the extension of Line 1 of the Panama Metro to Villa Zaita.

According to the purchase specifications, the winning consortium shall coordinate with the agencies and the execution of the works corresponding to the projects of relocation, removal, cancellation, demolition or protection of service lines, pedestrian bridges, buildings, fences, advertising structures, and generally the visible and hidden facilities required to execute the works that are the reason for this specification, the supply of equipment, materials, labor and technical supervision to execute the works detailed in the documentation.

Baby Born at Santo Tomas Station

A woman who went into labor while traveling on Metro line 1 gave birth to a  baby girl on the platform at Santo Tomas station on Friday, August 30. A nurse who was on the train managed the delivery. Mother and child were transferred  by a 911 ambulance to a medical center for  evaluation

Workbound travelers seek alternative transport

Seven stations of Panama Metro line 1 , were out of service for over an hour on Friday morning, September 20, leaving thousands of travelers scrambling for alternate transport.

At 9:07 am, the Metro reported - without offering further details - that the San Isidro, Los Andes, Pan de Azúcar, San Miguelito, Pueblo Nuevo, 12 de Octubre, and El Ingenio stations had been taken out of service. 

It only provided a partial service between the Fernández de Córdoba and Albrook stations (both directions).

At  10:25 am, Metro reported that the line was operational from San Isidro to Albrook.

Metro Line 1ne 1 of the Panama Metro suffered its second rush hour dislocation in a week on Thursday morning  September 26. The second in a week.

While  some people initially decided to remain inside the wagons waiting for the restoration of service thousands more exited the system to seek other means of transport to get to work. The optimistic travelers were forced to follow them as stations were closed.

According to the Panama Metro, the hold up was due to problems with a train in the Vía Argentina area.

After 9:00 am, the Metro informed, through its Twitter account, that it had a partial service on line 1, between Santo Tomás-Albrook (both directions) and Fernández de Córdoba-San Isidro ( both ways ). The stations without service are: Vía Argentina and Iglesia del Carmen.

According to the Metro, a  train at Via Argentina had a brake system failure and was moved to the workshop area. 

After the failure, the Metro de Panamá SA, announced that they have demanded that the company Alstom, manufacturer of the trains, make a comprehensive review of the pneumatic system and brakes of the line 1 train fleet

After glitches Metro signs $7.3 million train maintenance contract

After a series  of incidents leading to the closing of stations and reduction of service on Line 1 of Panama Metro the Cabinet Council has approved the signing of a $7.3 million contract with the company Alstom, manufacturer of the trains used in the country, to provide "heavy" maintenance to Line 1.

The contract between the state company and the Alstom Panama subsidiary is to maintain the first 20 trains that are part of Line 1 and that are close to reaching 800,000 kilometers of travel. 

The contracting will be carried out by direct means, considering that Alstom is the manufacturer, supplier and current person in charge of the maintenance of the trains and wagons of the line that has been operating since 2014. 

Roberto Roy, Chairman of the Metro's board of directors, said that the maintenance service seeks to guarantee safe conditions in the system's operations. He stressed that once the 800,000 kilometers is reached, high-level maintenance must be managed.  

The work includes the maintenance of the brake system, which was linked to one of the "incidents" for which the Line 1 service was recently paralyzed.

"We have learned from these incidents and have taken steps to maintain the reliability of the system. The incidents have never jeopardized the safety of users," said Luis Carlos Díaz, Panama Metro director of operations.

"El Metro de Panamá S.A. (MPSA) will have a management software (SAP) by means of which it will notify via electronic communication any incident that may occur in the systems. MPSA will be responsible for providing training on the use of the tool.

In the event that the breakdown is detected by an employee of the Contractor, the latter must immediately notify the MPSA Representative, before taking the necessary initiatives to restore the installations to normal operation in the shortest possible time. In these cases, the same procedure shall be used as with an incident or emergency call issued."

Reference value: $3,612,500.

Deadline for receipt of bids: May 8, 2020.

Metro Line 1 hit by rush hour electrical fault

Thousands of rush-hour travelers wearing face shields that became mandatory on public  transport on Monday May 17, had to wait until 9.30  am to access Metro   Line 1 which was closed by an electrical fault.

They had to use MiBus buses whose capacity had been increased by up to 80% (64 passengers).

 Meanwhile the Minister of Health, Luis Francisco Sucre. Was on TVN explaining  that in addition to the use of the face shield and the mask together, a campaign of do not speak, eat, or drink in public transport is also maintained because the virus is transmitted by air. Sucre assured that it will be guaranteed that these biosafety measures are fulfilled and  warned that there will be sanctions for those who fail to comply. H said he has coordinated with the managers and with the MiBus and Metro teams, "in such a way that they will have surveillance." He said that the Police will also be vigilant and the Health team will constantly have personnel who will carry out tours so that everyone complies. Regarding the type of sanctions that will be imposed, he said that first of all they will be economic, and logically also the retention by the police authorities.

It is estimated that the use of a mask and face shield protects the risk of contagion of the covid-19 virus by more than 90%, when in public transport, according to the epidemiologist Arturo Rebollón.

September start for Metro Villa Zaíta link

Construction of the infrastructure that will support line 1 of the Metro to the Villa Zaíta sector will begin in September.

For the 2.2-kilometer journey, 85 piles will be erected for the viaduct and another 10 for the Villa Zaíta station, Ernesto Córdoba Campos district.

“According to the work schedule, it is estimated that the construction of the first piles will begin next September. In parallel, in the next few days the road adjustments will begin between the section that includes the San Isidro area up to the Chivo-Chivo entrance ”, reported Panama Metro.

The project projects a terminal station with a capacity of more than 10,000 passengers during peak hours.

A bus interchange will be built with a capacity of more than 8,000 passengers in rush hour and a parking lot for 800 cars."

The cost of the civil works of the viaduct and other works carried out by OHL-Mota Engil is $177 million

It is estimated that the work should be delivered in October 2023.
