Question About Legal Rights to Translation Services

I recall more than a decade ago while getting my residency that my attorney told me that if a foreigner is involved in a legal process that could result in fines, jail time, seizure of property, etc., (like in a criminal or civil case) that the law says if the accused does not have competency in the Spanish language that the government is obligated to provide translation services at the government's expense.

Does anyone here have knowledge about this aspect of Panamanian law?
