Below is a web link about the future Metro Line 3. Included is a video that is rather interesting. The video is about 3 minutes duration, and in Spanush (as it should be).

Because we frequently drive when going to PC, we get to see the enormous residential and commercial expansion that is going on just west of PC. I can't help but think the Metro 3 line would be both an economic success, but also an environmental plus. I say that because we see literally thousands of new homes going up. We call them "cookie cutter" design because they are all identical, street after street after street.

And now I see a Prensa article about Panama Metro that indicates plans for up to eight lines by the year 2040. The article does suggest that progress toward this vision of the public transit network will depend on future administrations. Well.  Looks like the construction industry will have a couple of big projects running in Panama that is making the economy to roll.   The union of construction worker is happy with jobs so that is why they havent being seen in the streets protesting and demonstrating and causing riots.

thanks Roger. Panama can't move forward if it can't move people and goods. Transportation infrastructure is one of the principal keys to growth and Panama continues to improve in that area, and quickly.

In the capital the addition of mass public transit in the form of Metro Line 1, which seemed like a bit of a folly when it was announced, is very impressive. Lines 2 and 3 should further help the movement of people and the announced 4th bridge over the Canal will improve vehicular movement.

After years of navigating a tangled web of bad trails in Costa Rica and metropolitan San José in particular, it is refreshing to live somewhere where both pubic and private transportation is recognized as a priority.

According to the statistics looks like the Line 1 of the Metro had more amount of passengers than it was previously considered.   So that meand that Line 1 was a success as a transportation solution for the people that lives in the area it is covering.   Line 2 will cover another huge area where people live and travel everyday to downtown Panama to work and study.  So I hope that little by little with the Metro system covering Panama City the public transportation will improve and I hope that the traffic will also become better for driving.

 COMPANIES  interested in bidding for the $2.6 billion construction project for Metro line 3   visited the site on Tuesday Dec. 6 as part of the pre­qualification process.

The line  is expected to come into service in 2022.

Prior to the tour, Agustin Arias, Metro’s director of Projects and Planning Metro, reiterated the Metro’s  willingness to listen to proposals from the bidders  and “if we think it is convenient for the project, we will welcome them.”

Arias said that several additions have been made to the project based on proposals that have already been submitted.

This third line will be 26.75 kilometers long and will go from the passenger terminal of Albrook to La Chorrera.

It is expected to serve about 20,000 people during peak hours.

$840 million Train Purchase Approved

Metro de Panamá has been authorized to acquire all of the equipment and wagons for Line 3, from the company Hitachi Ltda, for $840 million.

The equipment purchased will be for Line 3 of the Metro, which will connect the West with the city and will have 26 kilometers of elevated length and 14 stations. The monorail system will be used, with trains of 6 wagons each, with an initial capacity to transport 20,000 people in peak hour per direction.

From a statement issued by the Presidency of the Republic of Panama:

The Cabinet Council authorized today the signing of an Agreement between the Nominated Subcontractor of the Line 3 Project, the company Hitachi LTDA, and Metro de Panamá, S.A. (MPSA) for the purchase of all the equipment and wagons of Line 3 of the Metro, towards West Panama. 

This initiative is based on the Agreement between the Governments of Panama, Japan and the Japanese International Cooperation Agency (JICA) to introduce high quality Japanese technology into the transportation system of Metro Line 3.

According to details of previous studies, Line 3 of the Panama Metro will be located between the provinces of Panama and Panama West, covering part of the districts of Panama and Arraiján, running through an area that incorporates seven towns. The total area of influence of the project (directly and indirectly) is 1808.570 hectares, in which the area of direct influence occupies an estimated 160,697 hectares, while the area of indirect influence is 1647.873 hectares."

The project includes construction of the line itself and 14 elevated stations spread over approximately 26.5 km, which includes connection to the train yard and workshops area, which will be located in the Ciudad del Futuro area (Hato Montaña), where maintenance activities will take place, trains will be parked, cars washed, tires changed, and there will be space for storing beams and rails, administrative offices, and other things."

The statement details that " ... all stations will have spaces for bus and taxi stops. In the stations where a significant volume of changeovers from public transport buses is expected, the plan is to establish larger interchanges (Albrook, Panama Pacifico, Loma Cova, Burunga, Nuevo Chorrillo, Cáceres, Vista Alegre and Ciudad del Futuro)."

The document adds that " ... Line 3 of the Panama Metro should have an initial capacity to transport at peak time up to 18 thousand passengers per hour per direction and should be designed for a capacity of 30 thousand passengers per hour per direction. "

October 10, 2018. A visit to the site, where the works for Metro Line 3 will be developed, began the process of Tender for Best Value with Separate Evaluation with the 7 pre-qualified companies, to build this megaproject, which will be benefiting a large population of the West Panama region.

In this tour guided by the Director of Projects of the Panama Metro, Eng. Agustin Arias, the representatives of the seven pre-qualified companies were able to observe the route or layout of Line 3, as well as the areas where the development of future stations has been planned, a total of 14.

The objective of this site tour is to make them aware of the local conditions for the works as well as appreciate the topography of the third line.

However, because Metro de Panamá S.A. is publishing specifications and the companies have requested more time to adapt their proposals, it has been decided to postpone the delivery of the documentation for the second time.


The project will be developed under a turnkey scheme, will have a 26.7 km route with 14 stations and will use the fourth bridge over the Panama Canal to cross to Panama West.

Chinese Line 3  bidder in corruption upset

A Chinese company in the running for the construction of Line 3 of the Panama Metro, been accused of corruption and fraud by the World Bank  has been disqualified from the construction of the Bogotá Metro, Colombia.

The disqualification is due to failure to comply with the conditions of the bidding process, reports   El Espectador de Colombia.

The World Bank is part of the multilateral bank that will grant resources for the Bogota project

The China Railway Group consortium knows what it is to start mega-constructions in Latin America says TVN, as  they were in charge of the Anaco-Tinaco railroad construction in Venezuela, which would become the continent's first bullet train, but the project has been halted since 2010 and, according to local media reports, since 2015 Chinese project managers have quietly left the country and . Even the abandonment led to looting of offices and factories.

Four companies participated in the presentation of proposals for   Line 3.

The companies that submitted proposals for the construction of Line 3 are: ACPC Consortium, formed
by the companies Acciona (Spain), and Power China; the Line 3 Consortium, formed by FCC
Construcción (Spain) and Cicsa (Mexico); the HPH consortium, made up of the Korean companies
Hyundai Engineering and Construction and Posco E & C; and China Railway Group Limited.
The process for delivering proposals ended on April 2.

Onlookers  rescue elderly man from Metro rail track

An elderly man, believed to have had an epileptic attack and fell onto the Metro rails at the Cerro Viento station, while waiting for the train on Line 2 of the Panama Metro, was rescued by three men who jumped onto the track and lifted him back onto the platform on Monday afternoon,July 8.

Metro Line 3 tenders open Monday

The winner of the tender for  Line 3 of the Panama Metro will be announced on Monday, November 18  with the opening of he envelopes containing technical and economic proposals presented by companies and consortiums from Spain, China, South Korea and Mexico.

The proposals were presented on April 2. According to Panama Metro, a state company, the technical proposal will have a weight of 51% and the economic one of 49%.

The estimated price of the work has remained hidden and will be known with the opening of envelopes.

Panama Metro stressed: "When the Panama Metro awards the contract, it is possible to say that it is the

winner", and for this to happen, we must wait until the legal deadline for the other competitors to submit possible claims, and if any, to be resolved.

The winning consortium will have a term of 54 months for the execution of the work, for whose development Panama agreed to long-term financing with the Japan International Cooperation Agency (JICA).

In April 2016, the  Varela Government formalized an agreement with Japan for the financing of line 3, for about $2.8 billion according to the current administration.

Korean consortium wins tender for $2.5 billion Metro Line 3

The Korean HPH consortium won the tender for the construction of Line 3 of the Panama Metro, which will go from Albrook to Ciudad del Futuro in the district of Arraiján, province of Panamá Oeste.

The opening of envelopes was carried out in the afternoon of Monday, November 18

HPH came up with an offer of $2.507 billion, lower price than the consortium ACPC that bid r $2.518 billion. The reference price for the work was $ 2.396

HPH received the best score in the analysis of the proposals.

There is a period of three business days to see if there is any claim. If made, Public Procurement must resolve it within five business days.

The ACPC Line 3 consortium, made up of the Chinese company Power and the Spanish company Acciona,  has filed a complaint in the tender for Panama Metro Line 3, asking that the virtual winner, the HPH consortium led by South Korean Hyundai Engineering & Construction, be disqualified.

HPH was declared the virtual winner of the tender on Monday, obtaining the highest score (893) with an economic offer of $2,507. billion, above the base price of the project established at $2.396. billion

The Chinese Power (51%) and Acciona (49%), consortium had offered a price of 2.,518.1 billion dollars and obtained a total score of 842.

In the complaint, filed on Tuesday, ACPC indicates that the Metro Panamá SA "must disqualify" the HPH consortium because it submitted a "conditional" financial proposal, which is not provided in the statement of objections of the tender.

"The statement of objections does not stipulate in its general conditions that a letter of guarantee from the State (sovereign guarantee) be granted, so this condition cannot be contemplated for the financing proposal," says the appeal.

It adds that HPH presented "a financing price that considers the granting of a letter of guarantee by the Panamanian State when there is no certainty of the granting of said guarantee".

In its complaint action, ACPC asks that the tendering act be suspended while this issue is resolved, that, the contract is not awarded, and that the evaluating commission be ordered: "to perform a new verification of the evaluation of the proposals" presented in the process.

November 19, 2019. El Metro de Panamá, S.A. (MPSA) carried out the opening ceremony of the technical and economic proposals for the Best Value Tender with Separate Evaluation for the execution of the Design Engineering Project, Construction of the civil works, auxiliary installations of the line and stations, supplies, installation of the integral system including the rolling stock (monorail), and commissioning of the system for Line 3 of the Panama Metro.

The HPH Joint Venture Consortium, consisting of Hyundai Engineering & Construction Co., Ltd. - POSCO - Hyundai Engineering Co. Ltd obtained the highest total score with 893, obtaining 403 points in the technical proposal and 490 points in the economic proposal.

Once the contract is awarded, this group of companies will have 54 months to execute Line 3 of the Panama Metro.

During the ceremony, the technical proposals were revealed first and then the envelopes with the economic proposals were opened, which until today remained in a vault of the National Bank together with the reference price estimated by MPSA, resulting in the amount of B/.2,396,797,306.83.

Fourth bridge and Metro Line 3 final decision in January

A final decision on the twin multi-billion projects of the fourth bridge across the canal and Metro Line 3 has to be made in January   and The Ministry of Public Works (MOP) is evaluating  the options including  to build them separately to “try to reduce the risks”.

Public Works  Minister Rafael Sabonge , announced on Tuesday, November 26 that they will wait for the outcome of the technical proposals to make a decision.

"In December we must receive the final report from the contractor and in January have a final decision on both projects," said Sabonge.

He said that  that they are  working  in parallel with the Panama Metro and evaluating  the options that would involve the separation of the projects and even the idea of building a tunnel.

"I think we are being responsible for improving and decreasing the uncertainty of both projects and for making sure that both are finished on time within cost," Sabonge said.

Among the complications Sabonge mentioned the relocation of certain public services, and the project involves interaction with the operation of the Panama Canal.

Another of the risks involved in the works of the fourth bridge is the effects on the Panama Ports Company.

Sabonge said that in order to access the work yard, a pre-agreement with the company had to be signed. "This pre-agreement gives us 180 days to reach a final agreement with Panama Ports Company, otherwise the work would have to be suspended."

The minister said that the contract has $30 million planned for these effects with Panama Ports Company and communications with the company are "a risk of time and money."

5 appeals pending before Metro Line 3 gets final OK

The final determination of who is going to get the contract to design and build the $2. 5 billion  Metro Line 3 is still up in the air with the acceptance of two new appeals filed by the China Railway Group, which seeks a new evaluation of the proposals presented on November 18.

The new claims brings to five the resources that must be resolved in the coming days.

In addition to requesting that its technical proposal be reviewed again, as it was discarded by the evaluation commission for not have the technicians capable of executing the work, the Chinese company asks that HPH and ACPC proposals be discarded.

HPH, which groups the companies Hyundai Engineering & Construction and Posco E&C, presented the lowest bid  with$2,507 billion, and obtained the highest rating with 893 points.

In its last complaint filed before Public Procurement, the Chinese firm warns that the Spanish company Acciona, which leads the ACPC consortium, is included in the World Bank's list of companies that are disabled until 2022.

 Acciona is participating with the Power Construction Corporation of China, this consortium being responsible for the second most economical offer, $2.518 billion.

China Railway Group also claims that HPH failed to comply with the specifications by submitting financing from eight banks asking for the State's endorsement to deliver the funds. HPH, which groups the companies Hyundai Engineering & Construction and Posco E&C, presented the lowest economic offer with $2,507 billion, and in the process obtained the highest rating with 893 points.

Although the technical proposal of China Railway Group was classified as risky, the envelope containing its economic offer was opened. The company offered $2.,456 million.

In addition to the three claims of China Railway Group, the Procurement authority  also admitted the claim of ACPC and the Line 3 Consortium, led by the Spanish company FCC in which  where the Mexican company CICSA also participates,

Line 3 will be 25 kilometers long and will have 14 stations in a journey of about 45 minutes. It will connect with line 1 at the Albrook station, whose deck will be replaced by a larger one to accommodate a space integrated into the two lines.

Although the outgoing  director of the Panama Metro, Roberto Roy, indicates that the tender was made under the parameters that the rail system to Panama West would go through the fourth bridge over the Panama Canal, the Ministry of Public Works has indicated that both projects are likely to be executed separately due to the delay in the construction of the bridge.

The construction of the fourth bridge, whose resident is four months behind although the consortium in charge of the work has indicated that it will meet the different deadlines of the project.

The Public Procurement Directorate has partially annulled the report of the evaluation committee in the tender of line 3 of the Panama Metro and has asked for  a new analysis of the proposals presented by HPH Joint Venture and China Railway Group.

The evaluation commission had awarded the Korean consortium HPH Joint Venture, formed by Hyundai Engineering & Construction and Posco E&C, the best total score (893 points), with an economic proposal of $2.507 billion.

The other three consortia that were in the race for the contract made up to five claims and Public Procurement decided to accumulate them.

In a December 10 resolution, Public Procurement ordered that the proposal of China Railway Group be reviewed so that the commissioners explain in greater detail the score assigned in certain evaluation criteria.

In addition, the commission must confirm that the financing structure presented by the HPH Joint Venture consortium is viable and favorable to the interests of the Republic of Panama.

Line 3 of the subway will connect Albrook, in the Panamanian capital, with Arraiján, in Panama Oeste, on a 25-kilometer route that will have 14 stations.

In the case of China Railway Group, the Commissioners will have to explain "... in better detail, which elements have led them to reduce points, so that the criteria used and that have served for the commission, are in accordance with the score granted."

In the HPH Joint Venture proposal, it must be determined whether "... the proposed financing structure is viable and favorable to the interests of the Republic of Panama".

The tendered project will be developed under a turnkey scheme, will have a 26.7 km route with 14 stations and will use the fourth bridge over the Panama Canal to cross to West Panama.

The evaluation commission that analyzed the proposals for the construction of Metro line 3 has ratified the results of its first report, which gave the Korean consortium HPH Joint Venture the best results.

Panama Metro Director-General Héctor Ortega, reported that in the analysis ordered by the General Directorate of Public  Procurement, the evaluation commission again determined that the China Railway Group did not comply with the technical requirements of the tender specifications.

Ortega also commented that the commission gave validity to the financial scheme presented by the HPH Joint Venture consortium formed by the companies Hyundai Engineering & Construction and Posco E&C, which bid $2.507 billion.

Ortega was summoned on Monday, January 27  by the National Assembly  Infrastructure and Channel Affairs Commission of the National Assembly to answer questions on the tender, for line 3, which will run to Panama Oeste.

At the end of 2019, the DGCP accepted five complaints, of which three were introduced by China Railway Group, which in addition to requesting that the evaluation commission make a new report, also requested that the proposals of the HPH consortiums and the ACPC group be canceled Line 3, which are part of the Spanish Acciona Construcción, SA and the Asian Power Construction Corporation of China.

Line 3 will be 25 kilometers long and will have 14 stations in a journey of about 45 minutes.

It will connect to line 1 at the Albrook station, whose platform will be replaced by a wider one to accommodate the integration of the two lines.
