Complaints of sexual and labor harassment against Panama Ombudsman, Alfredo Castillero will be handled by a National Assembly sub-committee

Documentation supporting claims against Castillero will be received from August 21 to 30. The committee will collect and filter the information to the National Assembly, which will decide whether to submit the complaints to the Supreme Court.

Castillero said on Wednesday, August 21 that the accusations are false, and that it is a "campaign" that harms the struggle for the rights of Panamanians carried out by the Defensoría.

 He said that if they summon him, he will come to give the information that is required.

The accusations would have been presented to the National Assembly by officials of the Ombudsman's Office reports La Prensa

Committee analyzing sexual harassment claims against ombudsman

A National Assembly subcommittee investigating Panama’s the ombudsman, Alfredo Castillero Hoyos, for labor harassment and sexual abuse, reports that several people “said they had information and documentation that is related” to the case and would support the allegations against Castillero.

The information was received by the subcommittee from officials of the Ombudsman's Office.

The entity created by the Assembly will collect and analyze the information, and then take the decision if it submits the complaints to the Supreme Court of Justice (CSJ).

The Ombudsman declared on August 21 that the accusations are false and that it is a "campaign" that harms the struggle for the rights of Panamanians carried out by the Ombudsman.

 He affirmed that if they call him, he will come to give the information that is required. The subcommittee belongs to the Assembly’s of Women, Children, Youth, and Family  Committee.

Decision on ombudsman sexual harassment claims, due October 3

A  National Assembly subcommittee created to analyze alleged acts of sexual harassment within the Ombudsman's Office, implicating current ombudsman, Alfredo Castillero Hoyos will deliver its report on Thursday, October 3  and it will be of "reserved" access.

The first report has already been delivered to the Commission for Women, Children, Youth and Family of the legislative body. The document "is private" and "is under reservation," said  independent deputy Juan Diego Vásquez, who is part of the subcommittee

This committee must analyze the document, take it to the plenary and make its recommendation, which can go several ways. It can "request an investigation commission; the suspension or removal of the charge for Alfredo Castillero Hoyos said Vásquez.

Castillero Hoyos has denied the accusations

On August 7, a note from the Support Center for Battered Women (CAMM) came to the commission, which refers to an alleged case of sexual harassment that is linked to Castillero Hoyos. 

The note, as it was known at the time, indicates that CAMM attended an official of the Ombudsman who claimed "to have been the victim of sexual and labor harassment by the Ombudsman and that this situation is experienced by several officials of the institution since Castillero Hoyos took office. "

The Ombudsman has said that in the institution he directs "sexual harassment is not tolerated, nor is it allowed." He has also argued that it is an extremely dangerous “campaign” because his honor is affronted.

The National Assembly committee for  Women, Children, Youth and Family recommended to the plenary on Thursday, October 3 the removal of Panama’s defender of the people, Alfredo Castillero Hoyos, who for the third time failed to appear in the legislature.  

The recommendation came after a subcommittee submitted a report on a complaint against Castillero Hoyos for alleged sexual harassment. The report was read during  the session of the full committee.
