  2. Maggie's List (Animal Care Resources of the Chiriquí Province), and Pet Abuse (Issue 1.32, Re-published August 22, 2018, Dra. Fatima Valdes added to Charlies Pet Fashion) As a lead-in and related topic, there are legal restraints against the abuse of domestic animals in Panama. For those who wish to read the applicable statute, there is a separate topic here on CL that provides both the Spanish and the English language versions of Panama's Law 70, dated 18 October 2012. Here is a link to that topic: http://www.chiriqui.life/topic/2442-animal-protection-act-of-panama/ Below are various categories of resources in the Chiriqui Province that (a) support, (b) provide services or products related to, and/or (c) deal with pets. These resources are listed in alphabetical order based on the category name. Some of the listed resources are not located in the Chiriquí Province, but may be of interest to pet owners while in transit or needing pet relocation services. If you have additional resources that you would like to have included in this resource listing or corrections to information found here, please send your suggestions via email to pet.vet.info@chiriqui.life. ARF February report

Hello everyone! For February, the amount of monthly donations was $2909.00 and expenses totaled $3817.00. Thank you to everyone who contributed! A special thank you goes out to our friend Steve who made a substantial donation, and Marian who held a fundraiser at La Villa to raise money for food purchases. In February 7 dogs and 1 cat found their forever home. We currently have 25 dogs and 8 cats in our care. If you have any friends or relatives looking for a pet, please direct them to our site or have them contact us, as we have many ready for adoption. Please consider fostering an animal if you are able to do so. We are in desperate need of temporary homes for the many animals that the community is alerting us to and are having a very difficult time keeping up. It is never our goal to turn away an animal in need, but we only have so many places to put these animals, and we need your help. When you foster an animal with ARF, we take care of all food and medical expenses – we just need you to provide a loving and protective environment. Bingo recap: After the unfortunate robbery at La Villa, we had to scramble to find an alternate location for our bingo. Thanks to Mike and Heidi at Mike’s Global Grill for offering their place at the last minute! Many participants commented that they liked the switch and also that they would like to see bingo held once a month. We will keep you updated on these developments. ARF Pancake Breakfast/Adoption Event-Sunday March 19th at the Animales Building 9:00am-11:00am. Here we go again! Our last event in October was very successful, so we are doing it again! $10 buys you a stack of pancakes, bacon, fruit, juice, coffee or tea and a chance to meet some of the fine animals we have loooking for a home. We will also be raffling off 2 spa inspired packages. Tickets can be purchased at the Tuesday market, Mailboxes Etc. and at the door if we don’t sell out. We also have our Hoedown coming up in April – keep your eyes and ears open for more details. Looking for a home Susie is a sweet and very smart little Panamanian Bird Dog, very rare we are certain. She is looking forward to finding her permanent home. Susie was rescued after giving birth to 10 pups. Wendy We happened to follow up on a call to visit a finca near Isla Verde one hour after this pretty girl had given birth to her pups. Wendy is about two and a half years old (1/17) and gets along well with other dogs and cats and loves to play. She is a bit on the quiet side – doesn’t bark much. She is on the smaller-medium size, and weighs about 18 kg or 40 lbs. Animal Law: We are providing information on the Animal Law 70 here in Panama in each monthly report until we feel we have covered the relevant information pertaining to domestic animals and Article 9 will be the last installment on this go-around. Article 9 addresses the sale of animals. Article 9. Trade of domestic animals is permitted provided that the exhibition and sale are conducted in rooms with adequate facilities for each species and that health regulations are met. Every natural or legal person may sell dogs and cats as long as these are at least two months old. The sale of domestic animals will not be allowed on public roads or highways. Until next month……. 7. The cat feeding, trapping and release program was originally set up by Joan James who was a long time resident of Boquete. Upon her departure, Kirsten and Ray Quimby agreed to take over this valuable and necessary program for the community. Essentially the goal is to identify feral cats, provide them with food, trap them and have them sterilized and released back into the wild to prevent further breeding. Currently there are eight feeding stations in the Boquete area which feed more than 100 cats per month. In the past six months (as of November 2016) 36 cats have been trapped and sterilized. We need your help with donations to keep this program alive. Donations go towards food, and the sterilization costs ($8 per cat). Our current need is approximately $300.00 a month for food and we are woefully short of that goal each month. We would like to see this program become a thriving and successful arm of the ARF umbrella, and we are hoping you will help us achieve this. If you would like to make a donation towards this essential program, please note “cat trapping program” when making your donation. Looking for a sponsor

Meet Celestino. Celestino was in a motorcycle accident about 12 years ago, and now is partially paralyzed. He lives alone and does a bit of woodworking for a small income. Celestino has two cats and one dog that he just adores and that mean the world to him but he struggles with providing food for them, and it is always a constant worry to him that his animals will go hungry. He also has another cat that is hanging around looking for food, but he has been “shooing” the cat away as he didn’t have enough food to feed his own pets. ARF was made aware of Celestino and his situation thru one of our volunteers. We paid him a visit and provided food for his animals. It was a very nice meeting; Celestino is a sweet and humble man who cherishes the companionship he has with his animals. ARF will be trapping and having the stray cat fixed at the January clinic. We are looking for sponsors for Celestino and his animals. The cost of food per month works out to $54.00 for the cats and his dog. We would like to find a sponsor for each month of the year. Is there anyone out there willing to donate to cover February? Part of ARF’s mission is to assist those who genuinely care for their animals but may not have the means to do so. It is only thru your kind donations that this can be achieved. Celestino is also assisted by the Handicapped Foundation (FPI) and Buenos Vecinos. As ARF now joins in helping Celestino with his beloved animals, this represents a true community effort that has improved his life for the better. 9. Here are a few of our friends hoping to find a loving home for the new year: Charlie is a male Cocker, around 3 years old and weighs 35 lbs. He likes to chase cats, but does not harm them. He is friendly with other dogs, chickens and children. His favorite pass time is cuddling. Very sweet little guy. Winnie is ready for adoption! It has been since February that this girl has been given TLC to get back her health and her weight…..she looks like a real Boxer now! She was being starved by her owner, and it was touch and go for a while there. Winnie is a very smart girl. She is good with other dogs but not with cats. She loves cuddles and car rides. She is very much a family dog that is very loyal and protective. Susie is a sweet and very smart little Panamanian Bird Dog, very rare we are certain. Her foster is teaching her basic commands and how to walk on a leash. She will be ready for adoption in January 2017 and is looking forward to finding her permanent home. Susie was rescued after giving birth to 10 pups. Caramel the kitty is approximately 6 months old (as of January 2017) He is very playful, cheerful, and loves other cats. He is also a good hunter. Caramel loves to be cuddled and held. He prefers to be inside, but also enjoys the outdoors. This sweet little hound, Elle Mae, was a stray helped by some very kind people who have now moved. Dr. Tello tells us that she is quite young, has never had pups, and is in good condition. She is very sweet and playful and gets along with other dogs. She looks as though she may be at least part German Short Haired Pointer. Kittens looking for a home

The two reformed ferals – Lee and Mia These two cuties were trapped back in July at the Boquete Country Club. Since they were so young when captured, our foster was determined to try to domesticate them, rather than just having them fixed, and turning out two more cats. Her efforts have been successful, and although still a bit timid, these two are more comfortable with people as each day passes. Mia is extremely loving and purrs like a locomotive. Lee is a bit more reserved, but loves attention as well. We would like to try to find a home that could take both of them in as they are very bonded. ARF October Report

Hello everyone! For October, the amount of monthly donations was $2443.00 and expenses totaled $2032.00. Thank you to everyone who contributed! We received another large contribution this month and we cannot thank the donators enough! Thank you to the anonymous donor for the $1500.00. This will go a long way in helping us catch up on some of our bills. 3 dogs found their forever home this month, but no cats were adopted. If you have any friends or relatives looking for a pet, please direct them to our site or have them contact us, as we have many ready for adoption. Please consider fostering an animal if you are able to do so. When you foster an animal with ARF, we take care of all food and medical expenses – we just need you to provide a loving and protective environment. If you are not in the position to foster an animal, please consider making a donation. Any amount is greatly appreciated. Bingo – Unfortunately bingo was cancelled for November 3rd. We realized a bit too late that the date fell too close to all the holidays here in Panama. This will take place again either in January or February. Thanksgiving Lunch/Dinner! – Get your tickets soon….we already have a large group that will be attending. On Thanksgiving Day (November 24th) we will be having a Thanksgiving meal with all the trimmings. Rather than slave in the kitchen all day, bring your friends and family and let us do all the work and help the animals at the same time! As Thanksgiving is associated with a bountiful feast, we would also like to ask those attending to give back and bring a bag of food (Purina/Pedigree/Kirkland) or cat/dog toys to contribute for the many animals we currently have in our care. The tickets will be $20.00 for adults and $10.00 for children. The event will run from 3:00pm-5:00pm at the Animales Building and we will be raffling off two gift baskets with autumn themed goodies. There will also be wine, beer, soda and water available for purchase. Tea and coffee are included with the ticket price. Holiday Bazaar for WINOS (Women in Need of Shopping) – This is an afternoon event planned for November 30th at Mike’s Global Grill. Some of the venders, to mention a few, will be JUJU Beads, Los Angeles Arts, Mr. Dog and StyleDots. Thanks very much to Yolanda The Jewelry Lady for donating two items to be raffled at this event. Time: 12:00N-4:00pm. Our new charges: We came across two very sad cases this month. Zembla (the white dog) was rescued near the airport in David. Just skin and bones, she also has tick fever. It will be a long road for this girl before she is healthy again. We also took on Pepe. He is also needing to gain some weight and has a horrible case of mange. He also currently has a very bad infection and is being treated with anti-biotics. As you can see from the photo, he has very little hair. Once healthy again, he’s going to be a very handsome boy. Update: Now attached is a picture of Pepe (now being called Marley) in foster care. The cone is to keep him from scratching under his chin, where he has some pretty bad open sores, and the socks are to lessen the effect of him scratching his body elsewhere. As you can imagine, these are not short-term recoveries. We want to thank the fosters for taking them in……fostering saves lives. You can make a donation thru our website or at the Tuesday market. Mike’s Global Grill has also set up a donation box, so stop by and have a beer and help out Zembla and Pepe. Donations will be counted for them towards our November numbers, as October’s numbers were closed off a few days early as our accountant is currently away. Animal Law: We have decided to provide a few tidbits from the Animal Law 70 here in Panama in each Monthly report until we feel we have covered the relevant information pertaining to domestic animals. Let’s start from the beginning with the purpose of this law and some definitions: The purpose of this law is to prevent, eradicate and punish mistreatment, neglect and acts of cruelty against domestic animals. For purposes of this decree, the following terms shall be understood as follows: 1. Domestic animal (Pet). That species that lives or is likely to coexist with humans, posing a sentimental value, and whose life cycle takes place entirely in reliance on this. Whether as pets, for work, for show, for sport, for farm production purposes or any activity related to humans. 2. Acts of cruelty. Inhumane actions that create pain and suffering to another living being. 3. Breeding Centers (hatcheries). Site intended for animal breeding. 4. Euthanasia. Quiet death, without suffering and induced or performed by a qualified and licensed veterinarian. 5. Exploitation. Commercial use of an animal species. 5. Overcrowding. Stacking and agglomerating animals in conditions that threaten their physical integrity and health. 6. Owner. One who has power, rights and duties of a pet. 7. Dignified Treatment. Action taken to prevent pain and suffering of the animals during breeding, transport, capture, holding, quarantine, marketing, development, training and sacrifice, among others. *** ARF is a small non-profit animal organization dedicated to the rescue, care, foster and adoption of the unwanted and neglected animals in Boquete and the surrounding areas. 14. ARF is having a pancake breakfast on Saturday, October 1st from 9:00am to 11:30am. $10 includes a stack of pancakes, butter, syrup, bacon, fruit and tea or coffee. Juice, Mimosas and Bloody Mary's are also available for purchase. This will be held at the Animales building in Alto Boquete. Mr. Dog with be there with lots of items for your pets......bones, collars, leashes, shampoos, carriers, kennels, beds, outfits and more. He will also have available his engraving machine so you can get an ID tag for your pet if you do not already have one (did you know it is a requirement of the Animal Law 70 in Panama that your domestic animal have a tag, with at least a number to call in case they are found wandering?) Protect your furry friend, and get a tag for him if you don't already have one. Too many animals, that are obviously owned, are found wandering the streets because somehow they managed to escape but they have no ID tag, so there is no way to contact the owner and get them home. We will also have on display many of our dogs and cats that are ready and available for adoption, so if you are looking to add a family member, this would be a great opportunity to come by and meet them. Tickets can be purchased from the ARF tent at the Tuesday market and Mailboxes Etc.......tickets go on sale Tuesday, September 6th. Remember to invite your friends – we are offering cash prizes and the more people that attend, the bigger the prizes! The fundraising team has several fun ideas on the table for our next event and we will keep you advised. Here are a few of our friends needing a foster or forever home: Nubee, Indy and Tasha. Please visit our web site for more information on them. We also need help in additional areas. Fosters needed!

Hi all. Again, we are appealing to the Boquete community for help in finding some temporary homes for some of our rescues. Buddy, the pup pictured below currently has a case of Kennel Cough, which is very contagious to other dogs, so he needs to be placed in a home with no other dogs. We also have 6 cats that we are trying to find temporary homes for- (pictures not available) range in age from very young to a few years old. Please contact us on arf.boquete@gmail.com if you think you might be able to help. If you would like to help us continue our work in rescuing, treating, and finding homes for the abandoned and neglected pets in the area, please visit our website to make a donation. Any help is appreciated. http://www.arf-boquete.com/donate.html
  17. One of my cats has a kidney problem. My vet recommends Science diet kidney dry food. Looks like I bought out the stock at Mascotas in Boquete, Melo mascotas in David does not have any. Does anyone have a source? I will ship it in from Panama City if I have to..
  18. Virginia just gave birth to 3 kittens on May 25. She is currently living in the bushes in Alto Boquete. We need to find a safe and warm place for her to tend to her kittens. She is approachable and friendly but very protective of her kittens so a home with no other animals would be best. If you can help Virginia please contact ARF on arf.boquete@gmail.com

  20. Smokey was adopted a few months ago and was very happy in his new home where he got a new friend, Gracie. Health issues have forced Smokey and Gracie's mom to go back to the U.S. She is staying with someone who is allergic to cats, so can't take them with her. Here is Smokey. A photo and description of Gracie will follow. It would be great if someone could take both of them, since they are good friends. Hi, my name is Smokey Bear. Smokey for short. I am looking for a permanent home now. I am about 5 years old, healthy, neutered and up to date on my shots. I am a Himalayan-mix. I may be shy at first, but if I know I am in a loving home, I am very social and I love to sit on your lap, curl up at your feet and sleep in the sunlight. People tell me I am good-natured and am a mellow, happy cat. I am primarily an indoor cat and I use the litter box. I sometimes go outside, not very far, and only if I know the outside is safe. I was raised with my brother and I get along with dogs however older cats may not like my friendly nature, but younger cats may want to play with me. I am looking for a forever home. 21. Lady Carapacia TortiGal "Miss TIggy" was a foundling who was rescued. The best description of Tiggy is that she is a love. She is just baby size with silky soft fur which she keeps scrupulously clean. She is very like a Siamese, being quite talkative, very protective, and somewhat possessive of her people and territory. (They apparently call this "Tortitude"). She comes when called, obeys commands (most of the time), uses a scratching post, uses the litterbox or outdoors and (I think) could easily be trained to use the toilet as she has a great interest in that device... She loves feet and legs, so if yours start to leave her, she is likely to follow and entice you to continue whatever game you were playing with her (or she was playing with you!) And she loves to lick (hands, faces, feet) which I happen to like, but she will stop when firmly told "no". She would be perfect for a person or couple who wants a a cuddly, engaging, talkative, cute and clean fur baby that really loves them back.
