    Yes, I donated yesterday via Paypal. I believe you can find it by typing DogCamp Boquete into the Paypal website. (They provided a link in another plea for help yesterday, but I can't remember where.) Or you can call or email them for Paypal instructions.

    I believe they are trying to find a new location rather than take on a prolonged battle with neighbors and/or landlord at their current site.

  2. Thought-provoking piece. Under this analysis, corruption is little different from any other crime: both adapt to circumstances, and circumstances adapt to them. The proposed solution seems to me to be pie-in-the-sky. The promotion of values in a society has demonstrated little to no effectiveness in reducing crime because the perpetrators of crime eschew values. Crime, like the poor, has always been and always will be with us. It's possible to alleviate some of it but never all of it or even a sizable portion of it. I wish I could be more optimistic about crime in general and corruption in particular.

    In my life prior to retirement, I worked in the field of governmental ethics. While I can't claim to have made an exhaustive study, I did reach two conclusions based on what I observed. In developed nations, most people who enter the political life do so with good intentions but drift into corruption because they  cannot resist the temptations that it offers. Then the tempted evolve into the tempters in a sordid circle of ongoing corruption. In third world and developing nations, on the other hand, under-the-table money is perceived more as a right deriving from public service by those in the upper echelons of power. Lesser officials and governmental employees view ill gotten gains as their due because they are underpaid. Some foreign governments, I found, actually sanction graft on the basis that it costs the government less money in salaries. They think government ethics laws are the most impractical, outlandish, fiscally irresponsible things they've ever heard of.

    It hasn't happened lately, but I can recall a time when ATMs sometimes were down for days. I therefore keep a Panamanian bank account, savings only, for emergencies. I don't keep a lot of money in it, and I don't have a checking account, because my experience with Panamanian banks has been almost uniformly bad.

  4. I understand about the once-a-month recycling event. But is the recycling center next to the BBF  still operable too and, if so, are they still taking aluminum and clear glass only? My aluminum and clear glass builds up a lot more quickly than my plastic.

    Second question: Is there anywhere other than Roher where you can buy bottled beer and bottled sodas? The parking there has become a nightmare and sometimes there's no one available to help with loading and unloading.

    Dra. Chely does indeed genuinely care about pets. When we came to Panama 11 years ago, we brought with us a female pit bull named Chyna. She was a sweetheart but, admittedly, formidable looking. The first time Chyna and I visited Dra. Chely, whether for routine stuff or an emergency I don't recall, it was memorable. Following her ministrations, Dra. Chely took Chyna's face in her hands and noisily kissed her right on her bulldog lips. I don't believe many people would have done that.

  6. Unfortunately, Copa doesn't take me where I usually need to go. I haven't found a way to get the discount directly with Delta, and I don't intend to spend any more time trying to find out if I can. The travel agency service charge of $20 is worth it to me as it saves a lot of time. However, I do Internet research and approach Anavilma with what to me looks like the best schedule and price. Sometimes she finds better prices and schedules.

  7. About Nylabones. They are absolutely, positively the only chew toy that can stand up to Skeeter's teeth. He's a piranha. (Before I found them, he devoured or ripped to shreds every other dog toy I brought home. And when there wasn't a dog toy, he chewed on table legs, door jambs, etc.) The key is to buy the Dura Chew bones. They are solid and tough enough to withstand all abuse. Both you and the article you cited acknowledge that it is the softer, gummy Nylabone likely to cause problems, but I want to reemphasize that here.

  9. It does happen here. The animal orgs have encountered many instances of animal hoarding.

    Vernon is the armpit of Florida. When I served as director of the Florida Commission on Ethics, we had the most bizarre cases out of Vernon. Simply unbelievable. Ever seen the Errol Morris film, Vernon, Fla.? Several of the characters out of the film figured into the ethics investigations. Commission investigators who went there came back with fascinating stories about the populace.

    What U.S. officials are requesting a death certificate translated into English? The normal procedure, unless something has changed recently, is to send the Panamanian death certificate to the U.S. Embassy in Panama City, whereupon they issue the death certificate in English.
